Abstract:
The reality behind the border regions of part of Tebessa city is reflected by the urban and rural agglomerations which have previously witnessed colonialism.
In fact , they have seen dramatic transformations and changes in many fields notably from rural areas into urban ones. The study that has been conducted on this region has allowed to analyze and explain the reasons why it is still marginalized. The local authorities’ interventions to raise the level of development through development mechanisms have only created disparities between them. Furthermore, the municipalities which have received most of the colonizer’s care and attention are the ones that still gain the contry’s attention such as the municipalities of El-Ouenza, Al-Aouinet , and Al-kouif, whereas the remaining municipalities are marginalized. The recorded lack of equipments and facilities has become a characteristic of this area which explains the population movements towards the city of Tebessa and other municipalities which are better developed or outside the borders of Tebessa. Thus , judging from the current situation of these border municipalities (being positive or negative),we believe that it is in a critical stage which requires a rapid response especially since some of these areas have a sort of dynamism. Therefore, the level of employability must be increased by providing more equipments and support and channel the economic potential in order to limit the disparities between the regions and enable them to keep pace with the economic and social changes that the country is experiencing and play new roles that contribute to the local and national development.
