Abstract:
Algeria entered into an atmosphere of profound transformation after independence, due to the
great efforts in the development process, which affected all sectors, including the local
development sector, where the state has given priority to this sector since the sixties as part of
a policy aimed at restoring regional and regional balance. Between the three natural
communities (Northern Mountain, Central Plain and South Mountain). Despite the projects
that benefited from the mandate from 1999 to 2014 within the public or private investment,
the results are positive in some sectors and partly in some others, deepening the differences
between the region In the absence of a local development policy in the level of demand that
has overlooked the integration of certain concepts related to local development (such as the
