Abstract:
Growth, development, and balanced development which includes sustainable development, are the most common used terms in the Third millennium. All these are also used in various fields, such as: economics, political science, Geography and Regional Planning.
The great interest which is devoted to this topic is due in part to the development lying
in different regions in the world, with its different fields; and the internalization of the issue
on the other part (the Rio Summit, Koppen Hagen and Paris...) which has made it a global issue that is lead and sponsored by the United Nations with its different bodies.
Our belief in the idea of development and configuration on one hand, and regionalization
on the other hand has put us in front of the question of development and planning in mountain regions, specifically in the department of Bordj Bou Arreridj, Algeria, which is our sample of mountainous areas in Algeria in particular, and the world in general.
We focused in this thesis to approach the subject in a totally new, which was not dealt
with before by several academic studies on Regional Development; based on the geographical and conceptual basis of the research topic.
This determination allowed us to consider the topic of development from four dimensions: the economic dimension, the regional dimension, the urban dimension and lastly the environmental dimension. Every one dimension of these represents a thread for us to ask many questions that can answer the overall research questions.
This study is of great importance to the department of BordjBouArreridj in mountainous
regions, as well as the scientific research in general given the important findings of this work.
