Abstract:
In recent decades, the concept of sustainable development has become a new imperative of urban public action, affecting the conceptions and practices of urban design and urban planning, calling for the preservation of social norms, cultural, environmental, and the need to meet the needs of present This work is focused on new urban planning instruments in Algeria, it is the Master Plan of Urban Planning and Development (MPUP) and Land Use Plan (LUP), which are a documentary and graphic base allows identify actors, issues, positions. It notes first of all weaknesses and shortcomings in how to develop the law and the instruments, while sustainable development. In this context, it is for us to go further than simple desk study, we try to be more practical in regard to the concept of sustainable
development, it is from this reformulation that will be offered indicators to structure the steps of planning instruments, and also measuring the contribution of the Algerian town of sustainability. in particular we support to do this, an empirical approach to systemic / comprehensive perspective, confronting discourses and facts, concepts and representations that underlie this.
For we implement this issue we decided to focus on a case study: the city of Bou-Saada, a tourist town that has several known problems of degradation and various forms of pollution. This did choose as an excellent example to study the problems we have just outlined.
