Abstract:
Currently the legislation that aims at organizing the urban configuration in Algeria along with its execution knows big contradictions resulting in a profound gap in the urban tissue of the Algerian cities in general and in the city of Constantine in particular. Such reality contributes in the illegal urban practices taking the form of the chaotic neighborhoods phenomenon that becomes an obsession that threatens the coherence and consistency of the urban tissue of the city throughout time. Knowing that the latter constitutes a belt that encircles the perimeter of the city from all its sides and sometimes penetrating near its center. The latter formed residential corrals with varying morphology due to the overlap of various natural, human, and physical factors in the chaotic neighborhood subject of this study. Yet, it indirectly contributed in the absorbance of large numbers of people who are affected by the housing crisis in Constantine. However, this leads to a number of shortcomings and problems resulting in the increase of the inconsistency, the disharmony, and the urban marginalization of these neighborhoods. Hence, they become disintegrated across the urban tissue of the city.
Despite the difficulty in the analysis of the urban setting in the city of Constantine because it is complex and special in its nature and mainly the established legislation was too general symbolizing a reality that does not display the reality of the actual study. However, this research aims at achieving future orientation of the urban configuration in the city of Constantine according to developmental approach that is based on the achievement of urban governance. Such target relied on the quantitative aspect to the various neighborhoods of the city that decide the type of future urban policy.
