Abstract

The issue of political terminology in the Algerian constitutions appears to be of great importance in linguistic and legal studies, which led me to make this issue the subject of my thesis to obtain a doctorate degree tagged with “political terminology in Algerian constitutions - a semantic study - This research starts from a specific problem represented in a central question, which is: What are the political terms most employed in the Algerian constitutions, and how did the semantic development of these terms occur? The following sub-questions are divided into : What are the meanings of lexical and idiomatic terms? Is it authentic or exotic? On what level did this development take place, and did constitutions generate new words? How was it dealt with, and in what context were these terms mentioned? The nature of this research required the adoption of the inductive descriptive approach that is concerned with the study of language through the accurate description of its terms and their grammatical and morphological structures that express a set of different meanings and their connotation, and in whatever context they were received, and the historical method that relies on monitoring the semantic development of the chosen terms, and noting the subsequent Changes that occur to them and track them semantically, and clarify the reasons behind this change, and the statistical approach that is based on presenting the numbers related to constitutions and their articles and other things that are included in the research. This research aims to provide basic information related to political expressions in Algeria through different systems of government, and for different periods of time, based on what is stated in the various constitutions, and it explains how the relationship between a group of words The various stages of the system and the democratic experience mainly, and getting to know the Algerian political terminology in the five constitutions, explaining what is original Arab, and what is foreign, and what is widely circulated, famous or rare in use. Find out what the terminology contained in the Algerian constitutions has added to the value of the Arabic language. In order to answer the central question posed by this thesis, and the sub-questions arising from it, I had to develop a plan that fulfills this purpose and encompasses the topic from all its parties, and the research in its building was formed from an introduction and five chapters followed by a conclusion. The first chapter was a theoretical introduction to the political term and semantic development. The second dealt with the Algerian constitutions and their political terminology, and the third concerned the terms indicating the state and governance in the Algerian constitutions, “it includes“ the terminology indicating authority and legislation in the Algerian constitutions, ”while the fifth chapter is dedicated to“ the terms indicating control and freedoms in the Algerian constitutions. ” All this was followed by a conclusion that extracted the most important results of the research.

تبدو مسألة الدصطلحات السياسية في الدساتير الجزائرية ذات أهمية بالغة في الدراسات اللغوية والقانونية ،وىو ما ساقني إلى أن أجعل من ىذه الدسالة موضوع أطروحتى لنيل درجة الدكتوراة الدوسومة ب "" المصطلحات السياسية في الدساتير الجزائرية –دراسة دلالية - إن ىذا البحث ينطلق من إشكالية لزددة تتمثل في سؤال مركزي ، وىو : ما ىي الدصطلحات السياسية الأكثر توظيفا في الدساتير الجزائرية ،وكيف حدث التطور الدلالي لذذه الدصطلحات ؟. وتتفرع عنو الأسئلة الفرعية الآتية:ما معاني الدصطلحات اللغوية الدعجمية والاصطلاحية؟ ىل ىي أصيلة أم دخيلة ؟ على أي مستوى تم ىذا التطور ؟وىل ولَّدت الدساتير ألفاظا جديدة ؟ و كيفكان التعامل معو ؟وفي أي سياق وردت ىذه الدصطلحات ؟. ولقد تطلبت طبيعة ىذا البحث اعتماد الدنهج الوصفي الاستقرائي الذي يهتم بدراسة اللغة عن طريق الوصف الدقيق لألفاظها وتراكيبها النحوية والصرفية التي تعبر لرموعة من الدعاني الدختلفة ودلالة الفاظها ،وفي أي سياق وردت ،والدنهج التاريخي الذي يعتمد على رصد التطور الدلالي للمصطلحات الدختارة ،وملاحظة ما لحقها من تغيرات التي تطرأ عليها وتتبعها دلاليا ،وتبيين الأسباب التي كانت وراء ىذا التغر ير، والدنهج الاحصائي الذي يقوم على عرض الأرقام الدتعلقة بالدساتير وموادىا وغيرىا لشا تضمنو البحث. ويهدف ىذا البحث إلى توفير الدعلومات الأساسية التي لذا علاقة بالألفاظ السياسية في الجزائر من خلال أنظمة حكم متباينة ،وفتًات زمنية لستلفة، بناء على ما ورد في لستلف الدساتير ،ويوضح كيفية العلاقة بين لرموعة من الألفاظ قديما وحديثا في لغتنا العربية الثرية ،وبينها وبين ألفاظ جديدة نتاج لستلف مراحل النظام والتجربة الديمقراطية أساسا.ومعرفة الدصطلحات السياسية الجزائرية في الدساتير الخمسة ، وبيان ما ىو عربي أصيل منها ،وما ىوأعجمي دخيل ،وماىو متداول بكثرة ومشهور أو غريب نادر الاستعمال. الوقوف على ما أضافتو الدصطلحات الواردة في الدساتير الجزائرية إلى خزينة اللرغة العربية . ومن أجل الإجابة عن السؤال الدركزي الذي طرحتو الرسالة ، والأسئلة الفرعية الدتولدة عنو ، كان لزاما أن أضع خطة تفي بهذا الغرض ، وتحيط بالدوضوع من جميع أطرافو، وتشك ل البحث في مبناه من مقدمة وتمهيد وخمسة فصول تتبعها خاتمة .،فكان الفصل الأول مهادا نظريا تناول ""المصطلح السياسي والتطور الدلالي"" و تطرق الثاني إلى ""الدساتير الجزائرية ومصطلحاتها السياسية "" وخص الثالث ""المصطلحات الدالة على الدولة والحكم في الدساتير الجزائرية"" وتضمن ""المصطلحات الدالة على السلطة والتشريع في الدساتير الجزائرية""، أما الفصل الخامس : فقد خ ر ص ""المصطلحات الدالة على الرقابة والحريات في الدساتير الجزائرية."" وقد تبع ذلك كلو خاتمة استخلصت أىم ما افضى إليو البحث من نتائج .
