Résumé:
The thesis is about the remuneration system in the public function law in
Algeria. At first, it concerns the socio-economic concept considering that
salaries are a socio-economic concept before being an object for any legal
conditions. This concept was adopted by law, hence the last evolved by
the development of the first, salaries changer among time and place
thanks to the fight of workers and their permanent efforts to improve their
situations by ameliorating their salaries. So the salary changed from a
price for the work merchandise into a socio-economic value considering
in its determination all factors surrounding the workers or the employee
in addition to all circumstances and those spread in the society and that’s
the aim of law. Algerian law relative to the public function is one of laws
which is developed by consecutive improvements in order to reform
states of the sector and of the employee; the last improvement was the
ordinance 06/03 about the general legal status of the public function that
joined many regulatory dispositions concerning the salaries field, the
most important is the presidential decree 07/304 fixing the salary scale
for employees degrees and the system for paying salaries. This final
enhancement represents the fact of the system of salaries in the sector of
the public function in addition to the ambitions of the system because the
continuity of protestations and perturbations that the object is salaries,
and also the continuity of enhancement concerning legal and regulatory
conditions regulating this object, that means the existence of horizons for
the authority and public employees for better future.
