Abstract:
Safety of the banking sector is a prerequisite for the economic development in general. So, if a crisis touches this sector in any country, it will quickly spread to other states. And from this point comes the growing awareness of the importance of financial security.
As the question of the establishment of international rules and standards in various fields is one of the most important aspects of development in international relations in the modern world , the process of adoption of unified standards in the field of control and
supervision of the banking sector represents the most important concern of the international community mainly the Basel Committee on Banking Supervision whose important contributions at the international level came with the development in 1988 of the first
unified international standard for capital adequacy on the basis of which the safety of banks is determined. Then, in 1996 it introduced amendments to method of its measurements. It also published in 1997 the basic principles of effective banking supervision. The Committee implemented between 1999 and April 2003 several amendments to the
first edition until June 2004 when it launched the content of the second Accord.
Algeria, like other countries, has inspired from the standards of the Basel Committee a set of rules applied by banks and financial institutions, to ensure the safety and stability of the banking system and to protect the banks from bankruptcy.
The beginning of the implementation of international standards in Algeria came with the enactment of the law 90-10 on money and credit, which defines and organizes the framework of the banking business in Algeria and opened the way to the application and
adaptation with the standards of the Basel Committee I through the instruction 94-74 , which was followed by the issuance of a set of laws and banking instructions to mainly adapt with the pace of changes in national and global banking, and stressed the role and effectiveness of the practice of banking supervision by the Bank ofAlgeria .
