Such a situation can be explained partly by their limited financial resources and partly by the chronic shortage of administrative staff and technical performance, so the challenge is to overcome these obstacles.
But for their revitalization and growth, the municipalities are in dire need of qualified personnel, that is to say, suitable methods and management techniques.
This calls for a redefinition of the staff profile politiquo- municipal administrative oriented priorities and development action. This requires professionalism in all its domain.
This professionalism will mean profitability, efficiency and performance where it can meet the challenge of prosperity through the development and the challenges of the postmodern condition characterized by good governance, transparency, fairness and moral rigor.
This is the central idea of this research subject.
Hence the need to examine and evaluate, in a first part, the incapacity of the legal framework of the human resources function according to the new paradigm requirements of the modern public management; to try then, in the second part, to identify the malfunctioning of the legal framework and its inability and reflection on the role of the human resources function in development.
And all combine to say that the legal framework of the human resources in municipalities are far from being able to meet the new paradigm requirements of the modern public management; which has a negative reflect on the role of human resources function in local development.
