Abstract:
The promotion of Algeriannon-oil exportis part of a wider concept of developing the national economy and givesit a new vision; from an economy dependent on oil revenues to a diversified economy and export-oriented.To promote the Algerian non-oil export, first the Algerian legislature initiated an arsenal of laws that re-framing the export process. Starting with the 03-04 decree ingeneral rules for imports and export of goods;as amended and supplemented by law 15-15, which imposed import and export licenses.Then the 07-01 regulation incommon rules for transactions with foreign currency accounts.And finely the Algerian legislature changed laws governing the following fields: banks, customs, taxes, transport, insurance, international commerce arbitration ... etc.On the other hand the Algerian legislature has created new institutions for the promotion task of Algerian export, namely: the National agency for the promotion of foreign trade, the Algerian company of insurance and export guarantee, Special fundfor the promotion of export;in order to help exporting companies to develop their products and penetrate theforeign markets. To facilitate this, the Algerian state participated in the international institutions of trade and integrated inregional and international economic areas.At the regional level, it was the revival of the Arab Maghreb Union, Algeria also joined the Greater Arab Free TradeArea, the African Union and the Islamic Development Conference. Internationally,Algeria signed a partnership agreement with the European Union and has recently revived the process of joining the World Trade Organization. Finally, Algeria set up a cooperation with various international institutions responsible oftrade.In fact, all these acts constitute aregime to promote non-oil exports in Algeria, theregime that we are seeking to know through this thesis the extent of its effectiveness.To study this, I adopted a descriptive and analytical approach, inwhichI divided my thesis to two parts:Part I: legislative framework for promotingnon-oil exportPart Two: institutional framework for promoting non-oil export.
