The administration is granted a several competences in the area of management of the real estate portfolio, belonging to the private national domain, which vary and depending on the moral public territorial owner person. Where the Algerian egislature accorded competencies of state property management to the central administrative organs and other non-central represented in the external departments of the state property and property conservation. The local communities were also given autonomy in the management of their own private real estate, through classical administrative organs, similar to the wali and the Provincial People's Assembly, if it comes to provincial's property, and the Municipal people Assembly, if it comes to commune's property. Along with new created organs. Administration's competencies in the area of management of the real estate portfolio appear through a series of classical methods, provided by national domain law n° 90/30 amended and supplemented.
