In the absence of application of the urban and housing policy, the urban areas has seen an increase in its grouth resulting in a mess in the expansion of these areas especially big cities.
The eastern Algerian capital city Constantine is considered as good example of expansion, In addition it suffers from congestion because of its strategical location with its incapability of embracing this growth for the purpose of its
complexe and sensitive position without forgetting that it is a saturated city.
Constantine city has been expanded through direct areas giving suburbs and indirect areas in the application of the policy of the satellite towns.
El Khroub city is considred as one of the most important satellites towns containing many of the important urban projects and by adoption of new
urban policy. The metropolitan city benefits by establishing two new cities, one in Ain Bey called Ali Mendjli and the other in the eastern part of El Khroub city called Massinissa, these two cities have made together adjacent
urban units only separated by the highway n°3. This particular kind of urbanism –knowing that El Khroub is a town distinguished by its urban and commercial dynamic- has created for us the problematic of this research
through asking questions about dynamism and the functional relation between these two urbain masses in order that we can determine the nature of this functional relation that exists between them, with intent of evaluating later on if this relation is complementary; if this new city of Massinissa is
going to concretize its independence and offer services to the inhabitants of El Khroub or it is the opposite, it will be a burden for it. in order to determine the nature of this function relation between them. than judge if they has integral relation. The new city doesn’t serve its role for providing
the important services for its even inhabitants which rely on what it advices as services that form an imposition in El Khroub city so it is depended from this one. |
