Abstract

The city of Constantine has seen urban extensions due to its different dynamics. In addition, its population growth required each year more space for all the projects of accommodation and facilities. The land legal nature knew many mutations since the Ottoman period and until the independence. Both formal and informal urban extensions have changed the morphology and the layout of the city and to come through these actions, operations improvement and urban renewal and even land regulation were taken through to solve the problem. A varied urban land production has occurred since the order 26/1974 and until the land orientation Law 1990/25 with the integration of land agencies and private actors. Urban growth has experienced unwanted spinoffs: informal subdivisions, precarious, illegal constructions, real estate transactions under private and explosion in the price of real estate. For more effective management, it should be a planned and updated development far from any brake of any kind whatsoever. But today, the city is in transition between the PDAU of 1998 and the new PDAU unapproved until 2017. We must also consider the urban space as a whole on which various interventions can be envisaged: land recovery, actions on the dilapidated or precarious habitats, illegal habitat and the need to activate the reconstruction participatory between actors in means of the governance, strict application of the law and control of the land after finalization of the urban cadastre.
