Abstract

Urban Irregularities is a complex and thorny phenomenon, contributing significantly to the distortion of the aesthetic appearance of the big cities . Constantine is one of the cities that is experiencing a random urbanization through its urban space where there were many and varied urban irregularities due to several key factors, including political factors, the culture of the community , the absence of urban good governance for the conduct of the urban sector and the non-application of the various reconstruction laws. Residential patterns with odd shapes affected its urban character and architectural heritage, despite the existence of a rich legal text that helps the various bodies control in the reconstruction field and put an end to the excesses that are carried out by the building owners by imposing various sanctions that aims to preserve the urban area and regulate the legal exploitation of land intended for building In our research, we dealt with the study of urbanization irregularities due to its extreme importance, especially at the present time because we live in a field chaos caused by the marginalization of the Algerian citizen in making decisions concerning the urban sector in which he lives. Construction offending legal framework is only the result of the nonapplication of wise urban governance concerning the participation and consultation with the various actors in the reconstruction field, which is closely related to the concerns of decision makers in the city. The spirit of consultation and participation has become very important in order to come up with a viable solution to all urban problems, especially those of this urban irregularities that tarnished the urban tissue of our city.
