Abstract

The Algerian government adopted the politics of the new cities to face the fast urbanization, notably the coastline and the hills, where the urbanization reaches its maximum and especially in the big cities, and of its damaging consequences on the natural environement, and especially the reduction of the agricultural surfaces because of the urban extension, and the anarchical urbanism and the lack of the services, and among the reasons to create these new cities the domination of the anarchical extension, and to find a balance between the lodging work and the services, and to distribute the economic activities in the whole territory, as well as to incite the development of the regions having the non exploited of the special sources.The authorities declared the adoption of this idea according to the law N° 02-08, relative to the conditions of the creation of the new cities and their planning, which law includes its definition and the conditions of its creation and the methods of its administration, as well as it specified for it the high trays and the south excepts the north to end of the big cities congestion. And in spite of the proposition of four crowns, but nor the human sources nor the strengths of realization, nor the requisite experience cannot face the needs of the realization and the realization of all city projects proposed, the case that predetermined the differentiation, and that encouraged the principle of priority, acquired by the cities of the first generation whose institutional laws have been ratified in 2004. The mission to manage the new cities has been confided to an industrial and commercial public corporation having a general mission in the setting of the planning and the coordination, that unites the general rules of administration and the specific principles of management. It is necessary to really be based on the industrial and commercial nature of these establishments, that alleviates the state of load various, because among its main features the gathering between the survey and the scheduling and between the operations of realizations and managements that avoid us the repetitive rupture between the documents of urbanism, and the strategy of the economic development and the financial and human means necessary to its execution.
