dc.description.abstract The international community attaches exceptional importance to the issue of international protection of the marine environment, to control marine pollutants that threaten marine life, the issue of protecting the marine environment from pollutants in international and regional legislation deserves attention and shed light on it to enrich it with study and analysis and highlight the strengths and weaknesses of the that legislation this in order to distinguish regional legal norms and their applications by studying the Barcelona convention and its protocols for the Mediterranean environment with regard to the sources of its pollution, on the one hand, and on the other hand, complete international law, by studying the united nation convention on the law of the sea 1982 which is considered comprehensive agreement, to protect the marine environment from multiple sources of pollution. Could the provision and principles contained in convention 1982 on the law of the sea and international charters fill in the gaps left by the provisions of the Barcelona convention 1976 and the protocols attached thereto, establishing the rules of international responsibility with regard to the Mediterranean environment  The provisions and general principles governing the exploitation of the seas contained in the united nation convention on the law the sea of 1982, it became clear to us that respecting and acting upon it is utmost importance in protecting the marine environment and good implementation of its legal rules stipulated in the agreement, especially articles 192 to 237, also, these provisions and principals have an importance and a role in bridging the deficiency that exists within regional treaties and agreements, especially the 1976 Barcelona convention and its protocols in order to help them control marine pollutants limit the increase in pollution of the Mediterranean environment, this is evidenced by the principle of general obligationstipulated in article 192 of the law of the sea convention 1982 which stipulates that ""the state is obligated to protect and preserve the marine environment"", likewise, the 1976 Barcelona convention did not include in its texts any liability rules, this prompted the application of the general rules of responsibility in international law to the Mediterranean sea, which place states on their shoulders of preserving the safety of the marine environment from the dangers of pollution and the obligation not to harm the marine environment.
