Abstract

This study addressed the international confrontation of weapons of mass destruction, as one of the issues that received attention by the international community due to the risk weapons of mass destruction poses of threatening the security and peace and international stability and humanity. And so international efforts were headed to put an end to possessing spreading and using of weapons of mass destruction (nuclear, chemical and biological) and rid the world of its growing dangers and this is through the enactment of many international, regional and bilateral conventions, both in the field of nuclear arms control ( Treaty on the non-proliferation of nuclear weapons and the Comprehensive Nuclear Test Ban Treaty and other regional and bilateral agreements), with regard to chemical weapons, there has been the conclusion of the Convention on the Prohibition of the Development, production, Stockpiling and use of Chemical weapons and on Their destruction), and in the field of biological weapons international community held the Convention on the Prohibition of the Development, Production and Stockpiling of Bacteriological (Biological) and Toxin Weapons and on their Destruction (usually referred to as the Biological Weapons Convention, abbreviation: BWC, or Biological and Toxin Weapons Convention, abbreviation: BTWC), these agreements are considered as an effective step towards reducing the use of weapons of mass destruction and their proliferation. And to ensure the application of the provisions of international law in the field of weapons of mass destruction there had to be the presence of international agencies working to implement them, given that the mere text on itself is insufficient to ensure their application, but this endeavour should be paired with a set of guarantees for its implementation and for that the oversight of the implementation of the rules of international law and weapons of mass destruction agreements was assigned to a general international mechanisms in addition to the special mechanisms.
