Abstract

Industrial land become a major obstacle to the multiple Investiment projects, firstly because of the lack of anticipation vision abstrued by the old reflexes by versatile system . Secondarily because of legal regime not developed which always ,seeks ,unstable , incoherent ,and does not reflect what is expected of it : Efficiency and rigor . Followed by violations of the Principe of juridicity and administrative governance .
