Abstract

If we want to identify the most important challenges of the university library at the present time,we woulde say without hesitation,the users and the digital environment this latter emerged as a result of two phenomenon of information and communication technology that has revolutionized the quality of institutions and information facilities in general ,and university library in particular. We can call it a digital library where the entry of the users(beneficiary)is subject to two key features:the information mastering and technological awareness of the profound importance of digital technology and thus the need to keep beingin touché with its development,It is imperative to change the beneficiary mind and behaviors in the search for digital information. It’s clear that one of the aims of libraries since the beginning of their careers is to attract the attention of all users form all directions and strive to meet their demands and needs,a prelude to the emergence of a community beneficiaries equal in access to information and services at the same time,without a waste of time,or effort.what made us choose the central library of the University 20August 1955 Skikda,Is to find out the extent to which the user of the university library responds to the digital environment and the effect of the latter on him.We are now living radical changes in the handling of the information where the users starts to prefer running direct -to- digital information and preferred to look at the electronic sources of the information instead of the traditional sources and the adoption of the strategy to search for information and try to exploit all the technology produced,this latter has created a climate and a new environment for the users and offered himdirect access to information through direct contact.
