The Algerian university now seeks to adopt the means and methods of modern education, such as&#13;
the e-Learning. This study attempts to shed light on the applications of Internet in the&#13;
development of e-learning, and its integration in the sector of higher education and scientific&#13;
research. It is in this light that comes the statement of the problem:.&#13;
To what extent can the Algerian university adopt the e-learning? And with its adoption in parallel&#13;
with the traditional model, will it be possible to solve problems?&#13;
Therefore, some sub-questions may be asked:&#13;
 Is the Algeria University in a good position to respond to the increase of the students&#13;
number and has it enough financial and educational resources that meet the student‟s&#13;
expectations, and social development?&#13;
 Does the Algeria University possess the NTIC potentials, which have become&#13;
particularly outstanding in higher education?&#13;
 Does the potential of internet and ICT applications encourage the Algerian university&#13;
to adopt the e-Learning in spite of the obstacles?&#13;
 Have the countries experiences in the field of e-Learning have contributed to&#13;
overcoming the difficulties encountered by the universities?&#13;
To answer these questions, the study adopts a descriptive approach leading a survey and&#13;
using questionnaires as measuring tools administered to e-learning teachers and cell&#13;
leaders. The following aspects have been covered by our survey: &#13;
 E-Learning to meet higher education area challenges.&#13;
 Information availability, Internet, and people‟s learning desire push the integration of&#13;
e-learning at the university.&#13;
 The quality of higher education and scientific research is consistent with the ICT&#13;
integration and modern education.&#13;
 E –learning implementation as distance learning.&#13;
 E-learning cellule‟s role in the e-Learning Ministry project .&#13;
The study concluded to the results proving the availability of majority of teachers to&#13;
integrate the e-learning, with less attention to the e-learning project, from the part of the&#13;
ministry. That led to technical and human obstacle faced by our population of study.

The object of this research is to study on the one hand the&#13;
re&#13;
ality of library user education in the central universities&#13;
libraries, and on the other hand, to study the users level&#13;
info&#13;
rmation literacy, and to find out the factors that have an&#13;
imp&#13;
act or may affect this information literacy.&#13;
On the basis of the results obtained, we have deduced that :&#13;
1-- The level of information literacy of our population is&#13;
lim&#13;
ited.It seems that it is the product of the educative, the&#13;
pedagogical and the organization factors linked to the library.&#13;
2-- There is a lack of library user education in almost the&#13;
Algerian universities libraries.

Today information belongs to our environment; it has, in fact, become a raw&#13;
material in our present society. It is omnipresent in any human activity. The emergence&#13;
of new information and communication technologies has generated a radical change in&#13;
the work of the documentary institutions and precisely that of the university libraries.&#13;
The information explosion and the emergence of computer science have led to an access&#13;
to knowledge more and more orientated toward electronic supports. To be able to play&#13;
their part fully, the university libraries must work out strategic plans aiming at&#13;
establishing new working methods and placing new efficient services at the disposal of&#13;
the user. In order to fulfill the requirements of the information society, a considerable&#13;
support must be granted to new technologies, training, and to the implementation of new&#13;
services.&#13;
This research task which relates to “the information society and its impact on&#13;
the university libraries: the case of the city of Constantine” attempts to clarify the&#13;
present state of our university libraries as regards the application of new technologies and&#13;
the challenges which they must raise so that they can adapt themselves to the&#13;
requirements of the information society. For this purpose, this thesis includes in its&#13;
totality seven chapters. Three of them deal with the information society, the university&#13;
libraries, as well as the library profession under a purely theoretical aspect. The four&#13;
other chapters, are devoted exclusively to the survey. On the methodological basis, we&#13;
called upon a questionnaire to collect the necessary data. The study is enclosed by&#13;
recommendations in the following fields:&#13;
- Joint actions for the adoption of a national information policy.&#13;
- An increase in financing allowing the university libraries to engage towards the&#13;
implementation of new services.&#13;
- Reinforcement and support of the application of information and communication&#13;
technologies in the Algerian university libraries.&#13;
- The launching of digitalization projects.&#13;
- Need for working out a specific statute being able to revalorize the library profession.&#13;
- Development of collaboration between the university libraries on the basis of work&#13;
shared in networks on the national and international levels.
